Once identified the needs of populations, will need to develop an initial idea of what should be the social project to develop …
Previous: Design Programs and Projects
In this article, we examine the stages of project development, especially social, as mentioned in the preceding article.
1. Environment
The first stage of project formulation is clear and precise determination of the district, region, city, region or country for which it is formulated the program or project,
The failure to define the geographical area leads to errors in operational, administrative or financial.
2. Diagnostic
The second major phase of an assessment of the situation on which you want to intervene.
The diagnosis should be emphasized on the major issues and needs facing the people
The detection of requirements can make or amend both the design of existing services, such as the delivery system of institutions and set priorities for new programs or existing programs.
To develop a program or project is necessary to know the situation in which they act:
1.
Understanding the real needs presented by the project influence area.
2.
The offers of goods and services available that can be obtained to help resolve apparent needs.
The diagnosis should begin with the analysis of the situation that is going to plan, this begins with a detailed description of the situation, trying to be as neutral as possible and consistent with the reality studied.
The data provide a description should be subjected to an explanation which would go back to the root causes of the situation, to develop further analysis of the description, accept or not to reach a full understanding of the scenario that will face when the project develops.
3. The third stage consists in identifying the problem or problems given the analysis of the situations encountered.
After the description and identification of the problem situation, we proceed to pose a problem to define exactly what the problem to solve, investigate or INTERVENE from diagnosis.
The question that is realized or intervention research undertaken, must be clear, concrete and operational.
4. Theoretical formulation of the problem and formulating goals
Is to determine what type of methodology will be used to solve the problem or question and then determine a specific action goals.
The objectives of a program or project are the central focus. Its formulation or choice depends on the specific goals being pursued or want to achieve.
An objective is something to be achieved in a particular way in space and time and involves the effort to be undertaken and the means to be used.
Overall objective:
It is the formulation of those goals late, late that they will follow the program or project, for example, “Reaching a level of 100% education in the region XXXXX – in less than two years, with resources available … XXXXX
The conceptual formulation of the objective must be logically consistent with the problem, so that denote adequacy and feasibility by solving the problem.
Specific Objectives:
Are the formulation of those intermediate targets, which will strengthen the development of the ultimate goal.
The formulation of specific objectives should be clear, specific, so that these objectives are to specify the tasks to develop under development in logical and chronological order.
With each specific objective should be to exhaust the activities and tasks that are planned in the schedule and project time horizons. The orderly and timely implementation of these is definitive in setting up and development of the program or project.
This concludes the formulation, in the next installment will talk about the feasibility of the project …
